Call to Order, Roll Call
The general meeting of the Flanders, Riverside and Northampton Community
Association was called to order at 7:07 p.m. on July 28, 2003 at the
Flanders Nutrition Center. All Executive Board members and 20 general
members were in attendance. Approximately 20 other members arrived after
the meeting began.
General Meeting Minutes
Mary Anne Corwin read the minutes of the June 23rd General Meeting.
Motion: Lonaway Muldrow made a motion to
accept the minutes. Mike Brewer seconded the motion, which passed
unanimously.
Executive Board Meeting
Janice Artandi read the minutes of the July 17th Executive Board meeting.
Ellen Rausch requested a correction to the motion and the amount under
Reimbursement. Dave Brewer requested a correction to indicate that each
meeting be limited to one topic, not one speaker. Tom Weber requested a
correction under Special Projects to change the name of Kevin Christian to
Kevin Chisholm. Janice will make the requested changes and send corrected
minutes to board members.
Motion: Mike Brewer made a motion to accept
the minutes as corrected. Lonaway Muldrow seconded the motion, which
passed unanimously.
Janice Artandi left at this time for a previously
scheduled obligation.
Agenda
Mike stated that he would like to deviate from the agenda at this time to
invite Brenda Noa to speak.
Guest Speaker
Townwide Re-assessment: Mike Brewer introduced Brenda Noa, sole assessor
for Southampton Town whose duties include placing values on properties,
and Frank Lipp, Project Manager with Cole, Layer and Trumble, a company
under contract with Southampton Town to assist with assessments. Frank
stated their first task was to take photographs of all properties with
buildings within the town. The town will then assess all properties at
market value. The values will be in place by March 2004 and will be based
on sales back to 2001. Frank provided details on their progress and the
re-assessment process. Brenda provided information on how the
re-assessment will aid the hamlets in Southampton Town located in the
Riverhead School District.
Treasurer's Report
Eugene Rausch summarized the Treasurer's Report, showing General Funds of
$3,517.30, Beautification funds of $1,747.31 and a total of $5,264.61.
Motion: Mike Brewer made a motion to
reimburse Mary Anne Corwin for the purchase of the two meeting signs,
waterproof envelopes for the signs, and printer cartridges totaling
$197.13. Lonaway Muldrow seconded the motion, passed unanimously.
Beautification Committee
Patty Hopkins said the committee will be doing a plant bulb fundraiser and
has information available. Mike Brewer said he met with a LIPA
representative regarding electric for the Routes 105/24 intersection. LIPA
has to secure permission from the Department of Transportation to run
electric for the beautification project.
Code Enforcement Committee
Walter Olsen Jr. made available an updated form for submission of code
violations.
Education Committee
Lonaway Muldrow stated that Mary Ellen Harkin was voted in as President of
the School Board.
Membership Committee
Ellen Rausch stated that no meeting was held in July but that she would
like to have meetings every other month. There are 93 individual members
and 10 business members. Another five signed up this evening. Ellen said
"Member" t-shirts have arrived and the
"Beautification" t-shirts are on order.
Youth Committee
Dave Brewer said no meeting was held in July but discussed upcoming
events.
Special Projects
Tom Weber said he's working on the Zip Code with members from other
associations and hopes to make progress over the next few months.
Old Business
Non-Profit Status: Mary Anne Corwin
summarized a letter received from IRS indicating the association has
received a temporary ruling as a non-profit association under Section
501 (c) (3). This status will continue until December 31, 2006, after
which the association should apply for permanent status.
Picnic: Mike Brewer discussed the picnic
and advised tickets are available from Dave Brewer.
Motion: Allen Perkowski made a motion to reimburse Dave Brewer up to $50
for the purchase of youth activity expenses. Mary Anne Corwin seconded
the motion, which passed.
Meeting Signs: A discussion was held
concerning the purchase of additional meeting signs. After much
discussion about placement and possible rotation of signs at business
member locations and other locations, it was decided that the Executive
Board would discuss the matter further.
Membership Advertising: A discussion was
held on the possibility of advertising in the Penny Saver or the Yankee
Trader. Mary Anne will get prices.
Motion: Mary Anne Corwin made a motion to
advertise for nine months of the 2003-04 school year in the Phillips
Avenue Parent's Association Newsletter at a cost of $5 per month for a
total of $45. Mike Brewer seconded the motion, which passed
unanimously.
Future Meetings: Nancy Kelly suggested that
the various community associations have one joint meeting per year. A
discussion was held but no decision was made.
Membership: Allen Perkowski suggested that
the Executive Boards of each of the associations become members of the
other associations to increase membership. Further discussion was held.
Mike Brewer stated the Executive Board should discuss the matter in more
detail.
Hamlet Study: Mike Brewer contacted Donna
Giancontieri at Southampton Town and was advised that the contract with
the company for the Hamlet Study was extended into November to allow for
more detailed information.
New Business
EDZ Credits: Dave Brewer stated that
Riverhead Town has scheduled a meeting for August 19.
Hazardous Wastes and Chemicals: Ida Crohan
mentioned that Southampton Town's "Stop Throwing Out
Pollutants" Day would be on August 7 from 9 a.m. to noon at the
Hampton Bays transfer station.
Bay View Pines Civic Association: Carl
Iaccone said that Highway Superintendent Bill Masterson will be
attending their next meeting on August 1.
Big Duck:
Mike attended a historic landmarks meeting with
other members. Maps were reviewed pertaining to demolition of certain
buildings and clearing of vegetation. For more information, see Mike.
Tire Craft property:
Mike spoke to Donna Giancontieri from Town Hall.
They are waiting for an insurance policy from the contractor and DEC
permits before demolition can take place.
Special Equalization Rate:
Bob Kozakiewicz (Riverhead's Supervisor) will be
attending a meeting in Albany on August 12 to voice opposition to
Southampton's request for renewal of the special equalization rate for
the 2003-04 tax year. Final ruling is expected on August 12.
Lena's:
The State Liquor Authority's ruling is due in
mid-August.
Police Barracks:
All special permits are in order. The town is
waiting for the contractor to apply for a building permit to begin
construction.
Raffle
Barbara Swislosky won the 50-50 raffle and donated her winnings of $34 to
the Beautification Committee. The share to the general fund was also $34.
