General Meeting Minutes
July 22, 2002

A General Membership Meeting of the Flanders, Northampton and Riverside Community Association (FRNCA) was held on July 22, 2002, at the Flanders Nutrition Center.

Since approximately 48 people were in attendance and 36 of them were members, a quorum was declared and the meeting was called to order at about 7:30 p.m.

He led the meeting in David's absence due to work responsibilities. Board member Walter Schmeling and Administrator Mary Anne Corwin also did not attend.

Ron Zaleski introduced the guest speaker, Nancy Lynott, Youth Director of the Town of Southampton. Her superior, Linda Gilmartin, also attended. Lynott updated us on a new program for the children of Southampton.

A committee of area youth meets every other week to plan activities, which are then implemented by the town. Some of the ongoing events that have taken place are Family Night at Ludlam Park, activities at the Skate Park, and for teenagers---Friday nights at Ponquogue Beach. Bus transportation is usually provided.

She also informed the members about an upcoming report, which will be based on a survey that was conducted in March and April. Children were asked 160 questions on problems and issues that might concern them. The results of the survey are expected in a couple of months.

Discussions following the presentation included how to publicize these youth programs and the waiving of fees for disadvantaged kids.

The minutes of the previous general meeting were read. A motion was made and passed to accept them. The minutes of the Executive Board meeting that was held on June 12 were read. A motion was made and passed to accept them.

The Treasurer's Report was waived, since he had not attended. The Membership Committee Report was also waived, since a meeting had not been held in the last month. The total membership stood at 87, which included three businesses.

The Old Business portion of the meeting included more discussion of the hamlet study, including the need for traffic studies. Members were encouraged to attend subsequent hamlet study meetings on July 31 and August 14. The moratorium was also discussed, including the need to attend a related public hearing on August 13.

The New Business portion of the meeting included information from the Executive Board on the Class-Size Reduction Grant, the Community Preservation Pilot Program and the Revitalization program (see article), including the need for code enforcement.

Plans for the picnic were finalized. A member suggested that in the future when we publicize meetings and events, we only send one postcard to each family to save postage.

Finally, a member voiced concern over the sandpit off Route 24 and gave photographs to the board so that they could be aware of what he saw as potential problems.

Ron Zaleski of Peconic Health & Racquet Club won the 50/50 raffle. After a motion was made and passed, the meeting was adjourned at about 9  p.m.
