General Meeting Minutes

Call to Order, Pledge, Roll Call:

The Flanders, Riverside and Northampton Community Association General Meeting on November 22, 2004 was called to order at 7:10 PM by Michael Brewer.  Executive Board Members, Michael Brewer, Lonaway Muldrow, Janice J. Artandi, Allen Perkowski and Patty Hopkins were present.  Eugene Rausch and Ellen Rausch were absent.  A quorum was declared.

 

      Motion made by Lonaway Muldrow to waive normal order of business in favor of our guest speaker.  Allen Perkowski seconded.  All were in favor.

 

Town of Southampton Supervisor, Patrick “Skip” Heaney was introduced.  Supervisor Heaney explained the up and coming Zone changes for the Riverside area.  He spoke about Hamlet Office Zones (HO) and Hamlet Commercial Zones (HC).  Jeff Murphree from the Planning Department and Cheryl Kraft from Code Enforcement were present with Supervisor Heaney to answer questions.  A public work session is scheduled for Friday, December 3rd, 2004 at 10 AM for discussions.  Questions and answers followed.

At 8:15 PM Jeff Murphee was thanked for his participation.

Supervisor Heaney gave an update on the future of the Big Duck.  Clearing may begin over the winter.  Possibly next year for the Duck to move.  He will keep the community informed.

 

Returned to normal business at 8:50 PM.

      Motion made by Allen Perkowski to waive all minutes.  Michael Brewer seconded.  All were in favor.

      Motion made by Michael Brewer to waive Treasurer’s Report.  Lonaway Muldrow seconded.  All were in favor.

 

Committee Reports:

Membership and Beautification reports were submitted for the record.  All other committee reports were either waived or had nothing to report.

 

Correspondence:

Town of Southampton Supervisor Patrick Skip Heaney stated that he needed more information regarding the $7500.00 Omnibus Grant request for matching funds.  Michael Brewer will see that he receives that information.

 

The permit for the sprinklers and electric at the 105/24 S.W. corner was received.

 

Old Business:

Pat Borrelli explained the prices for the upcoming Holiday Party.  Tickets are available through her.

 

The Big Duck lighting is set for 7 PM on Wednesday, December 1, 2004.  Help is needed to decorate the Duck before the lighting.  See Michael Brewer for details.

 

The new name for the Roundtable Meetings is the Northwest Alliance.

 

New Business:

Town Fall Clean-up started on November 15th.  No brush larger than 3” will be picked up.

Allen Perkowski said the Riverboat property is sold and a cleanup is in progress.  He also said the Holiday Hayride is on December 18th and will begin in McCloud’s Mobile Park.

 

No Meetings for December.


The 50/50 raffle winner of $50.00 was Dave Brewer.

      Motion made by Allen Perkowski to adjourn at 9:15 PM.  Lonaway Muldrow seconded.  All were in favor.

 

 

 

Some of the questions asked to Jeff Murphee and Supervisor Heaney

 

Q:  What would the environmental impact be on the community.  There is illegal dumping now and services seem to be limited in his opinion.

Q:  Regarding the size of the building allowed in the HO & HC zone; the side and back setbacks are listed, but not the front yard setback.  (30’ was the answer)

Q:  What impact on the aquifer overlay.  (does not come into play in this zone area)

Q:  What will the Route 24 look like with this zoning?  Medical offices?  (possibly-can only hope for the best)

Q:  What about pre-existing structures.  (Would be allowed to stay.  Rezoning will not affect existing zoning)

Q:  If zone changes and business closed, could the business re-open as the same business?  (If business was closed for three (3) years, they could not open under the new zoning)

Q:  What about Special Exception Uses?  (These are reviewed by the Planning Board and have separate hearings opened to the public)

Q:  What would the density impact be?  (Information not in yet, but Suffolk County Health Department has the last say on what can go on a particular lot)

Q:  What would the population density be with build out?  (There are 13 building lots, 8 with apartments without transfer credits.  All are subject to Suffolk County Health Rules)

Q:  Senior Housing need in area.  (This was a statement, not a question.  Poll was took-most agreed)

Q:  Can a house be changed into four (4) apartments on the same lot?  (Only with transfer credits.  Must be in the same school district.  Must also be a buildable lot)

Q:  What is left for the transfer credits?  (not that many but exact number was not available at this time)

Q:  Is the Zoning going to go further East?  (an area is being reviewed one at a time)

Q:  Explain cottage law. (never went back to this for an answer)

Q:  What are some Special Exception uses.  (there is a wide array of special uses.  ZBA {zoning board of appeals} is under State Law)

Q:  What if the Planning Board is cut loose from Town Board?  (If Special Applications are well defined, paperwork probably would go straight through without difficulty)

Q:  What is a clarification of a lot?  (building lot, empty lot, treed lot, etc.)

Q:  Do you have a council?  (Community Economic development agency created after 10 years.  Town can assist local community for improvement.  Low cost loans available for re-investment)

Q:  Riverboat Dinner was zoned for motel use only.  (New zoning would allow retail)
